Band D council tax for 2026/27 rose by a median of 4.92% (£111.93 a year) across all 350 councils in England, Wales and Scotland. 156 councils raised it by more than 4.99%. The biggest rise was +10.00% in Aberdeenshire and Moray; the smallest was +2.47% in Hartlepool and Middlesbrough. No council froze or cut its charge.

What these figures measure
Every figure is the Band D charge, the reference band governments publish. Within an area, every other band moves by the same percentage as Band D, because each band is a fixed fraction of it. In England the area figure bundles several authorities together, so it rarely matches the single percentage a council announces for its own share. Scotland's figures leave out water and sewerage; see water charges on Scottish council tax bills.
Your council sets the rise; you can check the band
Nobody can appeal the annual increase. What you can challenge, free of charge, is the band it is applied to. Homes in England are still banded on their value at 1 April 1991 and in Wales at 1 April 2003, and one band too high means paying roughly a ninth of Band D too much every year, with each rise making the gap bigger. Of 39,590 challenges the VOA resolved in England and Wales in the year to March 2024, 10,530 (27%) ended in a lower band and 30 moved up. Across all 350 UK councils, the median Band D rise for 2026/27 is 4.92% (£111.93 a year) and the simple average is 5.08%. England: median 4.84%; Wales: median 5.28%; Scotland: median 7.77%. Your own bill depends on your council and your band.
Which council had the biggest council tax increase in 2026/27?
Aberdeenshire and Moray shared the largest Band D rise for 2026/27: +10.00%. In Aberdeenshire Band D went from £1,532.76 to £1,686.04 (+£153.28 a year). The smallest rise was +2.47% in Hartlepool and Middlesbrough.
How many councils raised council tax by more than 4.99%?
156 of 350 councils raised Band D by more than 4.99% for 2026/27: 109 of 296 in England, 16 of 22 in Wales, 31 of 32 in Scotland. English figures include police, fire and parish precepts, so an area's rise can differ from the headline rise its council announced.
Did any council freeze council tax in 2026/27?
No. Band D rose in all 350 council areas in England, Wales and Scotland for 2026/27; none froze or cut its charge. The smallest rise was +2.47% in Hartlepool and Middlesbrough.
