Council Tax Claims Companies: Are They Worth It?

Search for council tax claims companies and you will find worried forum threads, council scam warnings, and firms offering to win you a refund on a no-win-no-fee basis. The confusion is understandable, so here is the one fact everything else hangs on: challenging your council tax band is free. You can do it yourself on gov.uk and no company, ours included, can change the size of the refund you would get.

How do council tax claims companies work?

A claims company signs you up on a no-win-no-fee contract, submits a band challenge to the Valuation Office Agency (VOA) on your behalf, and if the band comes down it takes a percentage of your backdated refund, typically 25% to 40%, plus VAT on top of the fee. Because refunds are backdated to when you became liable or 1 April 1993, the lump sums can be large, and so can the cut.

On a £3,000 backdated refund, a 25% to 40% fee plus VAT costs you £900 to £1,440 of your own money. The firm has not created any of that refund. When the VOA lowers a band, the council must refund the full overpayment automatically, and the amount is identical whether the challenge came from a firm or from you. What you are really paying for is form-filling and some comparables research.

Are council tax refund companies a scam?

Mostly no, but the value is often poor and the sales tactics can be worse. Legitimate no-win-no-fee firms exist and operate legally. The genuine scam end of the market is the cold-call operation: Arun District Council published a warning after a resident was phoned by a company claiming her home was in too high a band and asking £65 upfront to process a refund, for a check the VOA does free. Many councils publish similar "don't pay for council tax band reassessment" warnings.

Red flags that should end the conversation:

• Cold calls or doorstep visits claiming your home is definitely in the wrong band. Nobody can know that without checking the evidence.
• Upfront fees to "check" or "register" your band. The VOA checks bands for free.
• Guaranteed refunds. In the year to March 2024, 65% of resolved challenges ended in no change. No honest firm guarantees an outcome.
• Pressure to sign quickly or requests for bank details on the first call.
• No published pricing, address or reviews. If you cannot find what the service costs before signing, assume the worst.

One more thing no company can remove: the small risk that a review moves your band up rather than down. It is genuinely rare, only 30 of 39,590 challenges resolved in the year to March 2024 ended in an increase, but any firm claiming the process is risk-free is misdescribing it. What is the free DIY route?

The official process costs nothing and is designed for individuals. You check whether similar neighbouring homes sit in a lower band, estimate what your home was worth in 1991 (the valuation date council tax still uses in England and Scotland), gather comparable-property evidence, and submit a challenge or band review on gov.uk. In Scotland the route runs through the Scottish Assessors instead. Being straight about it: if you are comfortable doing a few hours of research, DIY is the best-value option on this page and we would rather you did that than overpay anyone. The time cost is real, though. The VOA wants up to 5 comparable properties matched on location, type, age and size, ideally with sale prices from 1989 to 1993, and it rejects house price calculators as evidence. Assembling that properly is the part most people find hard, and a weak submission is the main reason band reviews go nowhere.
